Qi Bai Jia

Qi Bai Jia is the Division 13 staff officer placed in charge of Stardragon's agents during the joint reconnaissance of Germinal's Dark Crow Valley base. Although he has to negotiate an awkward chain of command with Hesla, he consistently protects his personnel, recognizes the strategic value of Han Xiao's discoveries, and accepts responsibility for the operation's politically messy conclusion.

Biography

Escape from Germinal and the Aquamarine War

Qi Bai Jia briefs the joint Stardragon–Hesla team, distributes intelligence on Pan Kuang, and remains at the forward camp to coordinate the agents and monitor their transmissions. He respects Han Xiao's restraint during Hesla's provocations and later trusts his report about the base's hidden inner sector, immediately recognizing that an attack confined to the outer installation would leave Germinal's core intact. When Colonel Carl orders a premature assault, Qi Bai Jia protests that Stardragon personnel are still exposed and is disarmed and detained for objecting. After Han survives the planned missile strike, Qi Bai Jia tries to keep him away from the front line for his safety, then prepares to commend him in the mission report. Han's killing of Carl makes the extraction diplomatically dangerous, but Qi Bai Jia is relieved when Hesla fails to capture him. The Intelligence Department removes the Stardragon party by jet and orders Qi Bai Jia, as mission leader, to report the incident; no later chapter establishes what happens to him. Appearance and personality

Qi Bai Jia is described as having good-looking brows and is shown adjusting his collar before introducing himself. He is orderly, diplomatic, and conscious of protocol, but not blindly obedient: he challenges an allied commander when his agents are endangered. His irritation at being nominally in charge is tempered by practical trust in capable subordinates, especially when their independent action produces valuable intelligence. Abilities and class

No Super class or personal combat ability is established for Qi Bai Jia. His demonstrated strengths are staff work, intelligence assessment, mission coordination, and interagency negotiation.
