Elijah

Elijah is a White Rose investigator whose undercover work repeatedly brings him into the Howlers' conflicts. He first mistakes Gary Dem for a lead in Notsburg, but their shared opposition to exploitation turns suspicion into cooperation. Elijah later serves as the practical link between Kanu, White Rose, and the Howlers. When White Rose collapses and Kanu dies, he remains in Slough with Sadie and Frank, carrying both the alliance and the physical cost of the final pack war.

Biography

Undercover in Notsburg

Elijah enters Notsburg in ordinary clothes, watching residents from a bus stop and recording details in a notebook while tracing the source of the infected black liquid. Gary and Austin look conspicuously comfortable in the impoverished city, so Elijah follows Gary and approaches him under a casual pretext. Each man initially assumes the other is a gang contact. Elijah's call to his superior establishes the actual motive behind his deception: he is a White Rose operative looking for a distribution link, not a local criminal. (Chapters 690–692)

That mistake places him inside the same abusive factory system Gary is investigating. Elijah is angered by the treatment of workers but restrains Gary when an immediate outburst would expose them, prioritizing evidence and the wider case over a fight they can win in the moment. When the Notsburg conflict expands into a battle with NIRV Retrievers, he drops the undercover role and uses his stone Altered body to shield allies. A bridge between White Rose and the Howlers

Elijah continues exchanging information with the Howlers as their conflicts spread through Slough and the neighboring Kings. When Rickle's material arrives, Elijah takes it to Kanu, helping convert a fragile personal connection into an official White Rose–Howlers operation. He hardens the exposed stump into rock to stop the bleeding and continues fighting, but Kanu recognizes that the group cannot win. Kanu orders the others to retreat and remains behind, forcing Elijah to survive a sacrifice he would rather have shared. (Chapters 1357, 1410–1429)

The Ironfang's later return confirms Kanu's death to Elijah. He tries to continue Kanu's example and is overwhelmed by guilt when White Rose's senior fighters arrive too late to save him. Elijah is introduced as a young middle-aged man wearing a black T-shirt and jeans, with hair he repeatedly brushes to the side. A notebook, pencil, and deliberately ordinary clothes support his undercover work. In open combat he later wears White Rose or tactical equipment, and after the pack war his left arm is absent, ending in a hardened stone stump that has not healed back by his latest appearance. He is observant, curious, methodical, and more approachable than White Rose's intimidating public image suggests. His habit of taking notes can look comic, but it reflects a genuine preference for evidence before action. Elijah is brave without pretending to be the strongest person present: he recognizes Kanu's greater power, uses equipment and positioning to compensate, and retreats when Kanu orders it. His later guilt does not make him abandon the work; it makes him preserve the commitments of people White Rose failed to save.

Powers and abilities

Stone Altered physiology

Elijah is an Altered whose body can harden into grey stone. He can express the change locally, especially through his arms, or cover enough of his body to absorb heavy impacts. His arms can broaden into shields, giving him exceptional stability and defence against direct strikes, while stone fists add force to close-range attacks. In Notsburg, the Retrievers find him harder to move than Austin even though their superior speed prevents Elijah from landing cleanly. Relationships

Kanu

Kanu is Elijah's stronger colleague, operational leader, and eventual moral benchmark. Elijah trusts him with evidence capable of moving White Rose, follows him into Xin's rescue, and survives the pack war only because Kanu orders a retreat and remains behind. Kanu's death leaves Elijah grieving and guilty, but also determines his later choice to keep helping people after White Rose ceases to exist.

Gary Dem and the Howlers

Elijah and Gary begin by investigating one another. Their Notsburg experience establishes that they oppose many of the same abuses even when one works for the state and the other leads a gang. Elijah later becomes a dependable intermediary rather than a Howler subordinate, supplying evidence, joining rescues, and asking the group to honor its promises. After White Rose's collapse, Slough becomes his base and the Howlers become the institution capable of acting on the responsibilities he still carries.

Sadie and Frank

Sadie and Frank are Elijah's surviving White Rose peers. The three fight together in Slough, obey Kanu's final order together, and remain in the city together after losing both their organization and their leader. Their shared end state emphasizes that Elijah is not a lone defector; he belongs to a remnant trying to preserve White Rose's public mission without its failed structure.
