Handler Three is a distinct numbered Ozis representative whose rescue by Gustav complicates his later political choices.
Biography
Liberation and the Seifiling vessel
Handler Three emerges from the Alliance crisis as one of the Ozis figures freed alongside Vilax and other captives. During the confrontation around Seifiling's vessel, he commands Handler forces to fire and presses for weak points, but halts the assault when Vilax projects an explanation. Entering the vessel reveals Gustav's rescued group and Seifiling's death, replacing an apparent hostile encounter with a recovery operation. (Chapters 1317–1400)
Gratitude constrained by Ozis politics
At the Alliance leaders' gathering, Handler Three says his son was among those Gustav saved and argues that the rescue of billions contradicts the simple image of a planet destroyer. Yet he later trades information about Gustav's return to Earth for restoration of the Ozis Alliance seat, privately apologizing to Vilax while prioritizing his people; gratitude therefore survives, but does not override political necessity. Appearance and personality
The corpus does not distinguish Handler Three with a detailed individual portrait. He is decisive in command, capable of revising an attack when new evidence arrives, and sincerely grateful for his son's rescue. His final bargain also shows a calculating willingness to compromise personal loyalty for Ozis institutional survival. (Chapters 1397–1431)

Handler Three's personal combat mechanics are not shown. His demonstrated power is organizational: he commands Handler vessels and participates in high-level Alliance negotiation. He must not be conflated with Handler One or the other numbered Handlers. (Chapters 1397–1431)
