Commander Cilia

Commander Cilia is the commanding authority of the hidden MBO training camp. She sets camp policy, receives sensitive reports, and balances individual investigations against the camp's responsibility to remain Earth's reserve defense.

Biography

Command of the hidden camp

Cilia is announced as the camp's head authority and formally addresses the cadets on rules, advancement, and the closed nature of the facility. When Gustav Oslov later needs a command-level ally during the internal conspiracy investigation, he turns to her office because she reports through the great-command structure. She receives the developing case and coordinates with Officer Mag rather than dismissing the cadet's evidence. (Chapters 372–374 and 466–475)

Sensitive crises and Earth's last defense

Cilia brings Gustav into the confidential discussion when Jack reports Miss Aimee's disappearance, pressing for any clue that might help locate her. During the later Yung Jo crisis, she argues that the uninvolved camp must stay outside the planetary conflict: if Earth loses, its trained cadets and protected location may be the final defensive position. The decision shows her priorities extending beyond one battle to institutional survival. (Chapters 850–851 and 949)

Appearance and personality

Cilia is a woman with a small oval face and brown hair tied back, usually wearing the MBO's orange command uniform. Her library-like office, including shelves and artifacts, reflects a methodical administrative role. She is composed and respectful even with powerful visitors, but firm enough to caution Jack against impulsive behavior on camp grounds and to defend the camp's strategic neutrality. Bloodlines and abilities

No personal bloodline, technique, or formal rank is demonstrated clearly enough to document. Cilia's established authority is operational: she controls access to the camp's command structure, handles confidential case links, receives emergency reports, and sets defensive policy.
