Luo Fan, the Asura Godking, is the ruler of Asura Sea and for much of the supplied corpus the publicly acknowledged strongest Godking beneath the Exalted Celestials. He is an ascender leader, Hou Fei's master, and a wary ally of Qin Yu. He is not Shentu Yan, the separate Utmost West Sage Emperor of the Shentu Clan.

Biography

Ascender leader and Hou Fei's master

Luo Fan attends Jiang Li's groom selection as Asura Sea's representative, bringing Hou Fei as his disciple. The apparent favor rests on an extraordinary commitment: at another person's request, Luo Fan maintains a training space accelerated ten thousandfold and personally guides Hou Fei for almost one hundred million subjective years, raising him to High Level Heavenly Deity. He withholds the patron's identity until Hou Fei reaches Godking level, but his presence publicly establishes that the young ascender stands under Asura Sea's protection. (Chapters 572–574)

His wider allegiance is to ascenders rather than the Eight Great Sacred Lands. When the Sage Emperors propose hunting Qin Yu, Luo Fan refuses and leads the other ascender powers out of the discussion. He later prevents a group attack on Qin Yu, permits a fair one-on-one challenge but threatens to intervene if the Sage Emperors combine, and warns Qin Yu that their origin pearls can freeze space and prevent escape. His offer of sanctuary in Asura Sea is genuine, although Qin Yu retains his independence rather than accepting it. (Chapters 605–618)

Claiming the Blue Sky Seal

At the Exalted Celestial Mountain, Luo Fan seeks the opportunity to become an Exalted Celestial without subordinating Asura Sea to the sacred families. He counsels his three fellow Asura Sea Godkings that each may pursue the opportunity, yet they continue to follow his leadership. When the Blue Sky Seal appears, Luo Fan uses Time Stop to seize it, orders his companions away from the coming battle, and refuses the Sage Emperors' demand that he surrender all claim to the later seals. He treats the united opposition as a calculated military problem rather than a reason to yield. (Chapters 636–645)

The resulting fight displays both Luo Fan's ruthlessness and strategic control. He uses superior speed, Time Stop, and the Blood Ruler Life Sunderer to redirect the Sage Emperors' attacks through weaker Godkings and kills eight opponents while accepting accumulating wounds. Recognizing that the blockade can eventually trap him, he negotiates from the credible threat of mutually ruinous losses: the Sage Emperors let him leave with the Blue Sky Seal after he vows not to reenter the mountain before the new Exalted Celestial's birth. The oath preserves its exact wording, allowing him to wait outside the only exit for later seal holders. (Chapters 645–648)

Rivalry over the later seals

Luo Fan's ambush at the Relief Sculpture Tunnel nearly captures the Back Earth Seal. He activates Time Stop the instant Jiang Lan emerges, only to watch Qin Yu teleport Jiang Lan away through spatial control that operates beyond Luo Fan's understanding. When the assembled Godkings later confront Qin Yu, Luo Fan joins the pressure for the seal but initially tries to avoid a direct clash, recognizing that Qin Yu can still teleport under frozen space and possesses stronger offense. This caution coexists with ambition rather than replacing it. (Chapters 656–659)

The confrontation becomes personal when Jiang Lan kills An Xun, one of Luo Fan's closest Asura Sea companions. Luo Fan tries to charge through Qin Yu and avenge him, but Qin Yu encloses him in undetectable spatial walls and warns that attacking will end their restraint. Luo Fan judges that forcing the fight would achieve nothing except turn Qin Yu fully against Asura Sea, apologizes privately to his fallen companion, and stands down after securing a promise that Jiang Lan will kill no more of his people. Defeat in Qin Yu's cosmos

Believing Qin Yu dead after an Exalted Celestial's attack, Luo Fan accompanies the coalition that enters Fog City seeking the All People Seal. He follows a spatial channel into Qin Yu's New Cosmos, where the temporal and spatial laws on which every Divine Realm Godking depends cease to answer him. Qin Yu reveals himself alive, confines the invaders, and demonstrates a level of control that reduces Luo Fan's former supremacy to helplessness. Luo Fan is one of four participants allowed to leave without servitude because of his connection to Hou Fei. (Chapters 667–671)

Even then, Luo Fan refuses to abandon his subordinates: before leaving, he asks what will happen to Sun Lian and Liu Lian and accepts their imposed service only after Qin Yu explains the terms. He also finally tells Qin Yu that the Unfettered Exalted Celestial commissioned Hou Fei's training. Luo Fan returns to Asura Sea with the Blue Sky Seal and studies it, but the seal contains too little of Time Reversal for meaningful progress. At the final selection it leaves his control, and Chehou Yuan becomes the new Exalted Celestial, ending Luo Fan's long pursuit without killing him. (Chapters 671–680)

Appearance and personality

Luo Fan appears as a scholarly young man in a moon-white gown, distinguished by tied red hair and an easy smile. His refined surface is genuine but incomplete: he is composed, analytical, and sparing with threats until a decision is made, after which his Asura Devil Path's killing intent becomes unmistakable. He protects ascender interests, honors exact promises, and values his followers, yet he is also ambitious enough to kill rival Godkings for a path toward Exalted Celestial status. Defeat reveals strategic restraint rather than denial. (Chapters 572–574, 605–615, 636–671)

Abilities and cultivation

Time Stop and temporal cultivation

Luo Fan has comprehended Time Stop, allowing him to halt the movement of space, attacks, and Godkings within an affected region while he continues to act. Against a lone Sage Emperor, the delay needed to break the effect gives him enough time to kill; all eight origin-pearl bearers acting together can break it almost immediately. The ability also cancels against peers who have themselves comprehended Time Stop, and Qin Yu's New Cosmos version can stop Luo Fan because it draws on a different universe's temporal energy. Luo Fan never completes the next stage, Time Reversal. (Chapters 614–615, 645–648, 658–670, 673–680)

His temporal understanding also supports extreme Time Acceleration. For Hou Fei, Luo Fan creates and maintains a space with ten-thousandfold acceleration for roughly ten thousand outside years, providing close to one hundred million years of instruction. This feat develops a disciple rather than functioning as an instant combat victory, and its long maintenance distinguishes his mastery from ordinary created spaces. Even so, Jiang Lan later proves superior in the degree of Time Acceleration he can combine with Time Stop. (Chapters 574, 659–660)

Blood Ruler and Asura combat

The first-rate Grandmist Spiritual Treasure Blood Ruler Life Sunderer supplies exceptional offense, increases Luo Fan's flight speed when ridden, and helps divert incoming energy. Combined with a second-rate defensive Grandmist Spiritual Treasure and Time Stop, it lets him survive repeated combined attacks from the Sage Emperors while killing weaker Godkings. The method exacts a cost: he progresses from minor to heavy injuries, cannot safely take the Eight Sage Emperors' combined strike head-on, and calculates that a prolonged encirclement will ultimately prevent his escape. (Chapters 645–648)

Luo Fan remains subject to higher laws and stronger authorities. Qin Yu's special spatial walls trap him even during frozen space, the New Cosmos disables all of his Divine Realm law comprehension, and the Thunder Punishment Exalted Celestial binds him so completely that he cannot identify the technique used. The Blue Sky Seal gives him only a small fragment of Time Reversal and later abandons his control when the Spiritual Treasure Origin Cauldron recalls it. Relationships

  • Hou Fei: Luo Fan becomes his master at the Unfettered Exalted Celestial's request, personally accelerates and supervises his training, and later receives protection from Qin Yu because of that bond.
  • Qin Yu: A fellow ascender whom Luo Fan first protects from the Sage Emperors and invites into Asura Sea. Their mutual respect becomes armed rivalry over the seals before Qin Yu decisively surpasses and spares him.
  • Jiang Lan: A peer who later reaches comparable Time Stop mastery. Their rivalry sharpens after Jiang Lan escapes Luo Fan's ambush and kills An Xun.
  • Blood Demon Queen Yu Cha: A fellow ascender leader with whom Luo Fan is widely understood to have an ambiguous personal relationship, although he does not publicly acknowledge her suggestive remarks.
  • Blood Sea Queen Xue Yun: A separate Godking and strategic rival. She also comprehends Time Stop, occasionally moves in concert with Luo Fan, and joins the same failed expedition into Qin Yu's cosmos.
  • An Xun, Sun Lian, and Liu Lian: His fellow Asura Sea Godkings. They call him elder brother and follow him despite his invitation to pursue their own opportunities; An Xun's death nearly drives Luo Fan into a losing battle.
  • Shentu Yan and the Sage Emperors: Political and martial rivals who unite to contain him. Shentu Yan is a distinct character whose brother dies during Luo Fan's Blue Sky Seal massacre.
