Carter
Carter is the leader of the South Group inside the White Rose's Altered prison. He builds authority through outside contacts, favors, and threats against people prisoners still care about. That system gives him unusual comforts and a strong following, but it offers no leverage over Gary Dem, who kills him while breaking the prison factions' control.
Biography
Rule through outside leverage
Carter turns access to the outside world into power inside an otherwise inescapable prison. From a private chair and custom black clothing, he offers information, messages, protection for loved ones, or retaliation against enemies in exchange for service. When Stinger asks him to investigate Gary, Carter demands that he recruit Ice, Blackjack, or Gary for the South Group's conflict with the North. His contacts uncover Gary's connection to the Phoenix Gang, but Blackjack becomes the first important prisoner about whom he can learn nothing. (Chapters 812–817)
Gary's alliance with Ice and Blackjack threatens the comfortable order maintained by all three prison factions, so Carter helps unite former rivals against them. He expects layers of Altered attackers to exhaust the trio before they reach the strongest defenders, treating his own followers as an attritional shield for his position. When Gary breaks through, Carter first offers prison privileges and outside assistance, then reveals that Phoenix marked Gary in an attempt to frighten Ice and Blackjack away. Blackjack instead reads Phoenix's concern as evidence of Gary's value, leaving Carter without a remaining bargaining tool. (Chapters 839–860)
Gary condemns Carter for controlling imprisoned people by threatening the friends and families beyond their reach. Carter tries to bargain again, but Gary tears out his throat and consumes his body to gain strength for the escape. Appearance and personality
Carter is a large, round-bellied man whose prison clothing emphasizes his rank. Instead of the standard white uniform, he wears custom black cloth and sits in a chair unavailable to ordinary inmates. The guards' explanation that no standard uniform fits him has ceased to be credible, making the clothes a deliberate display of privilege. He gives Stinger enough psychological pressure to make him sweat before any threat is spoken. (Chapter 813)
He is calculating, coercive, and deeply invested in hierarchy. Carter prefers transactions and indirect pressure to personal combat, studies what other prisoners want, and reserves information until it can purchase loyalty. His composure fails when Gary reaches him: his hands shake, his offers become increasingly desperate, and his final strategy depends on allies sharing his fear of Phoenix.
Powers and abilities
Undisclosed Altered physiology
Carter is confined in a prison specifically built for dangerous Altereds, and Gary's system gains benefits by consuming him, confirming that he is an Altered. The corpus never shows Carter transforming or using a biological combat ability, and it does not identify his source beast, activation method, physical enhancements, costs, or counters. Relationships
Gary Dem
Carter first treats Gary as valuable information and a potential recruit, then as an existential threat to the prison hierarchy. His Phoenix revelation is accurate but strategically useless because Gary's allies refuse to abandon him. Gary sees Carter's treatment of prisoners' families as sufficiently cruel to remove any hesitation about killing him.
Stinger
Stinger relies on Carter's information while fearing the price attached to it. Carter uses that dependence to push him toward recruiting exceptional prisoners and later folds Stinger's faction into the anti-Gary alliance. Their exchange illustrates how Carter makes other leaders perform risky work on his behalf.
Ice and Blackjack
Carter sees Ice and Blackjack as forces strong enough to change the balance between North and South. He knows Ice's history but has no useful leverage over it, while his outside network cannot uncover Blackjack's past at all. Their loyalty to Gary exposes the gaps in the knowledge on which Carter's authority rests.
