Castellan Julio is the Merchant's Guild accountant hired to turn the newly reclaimed Wistover estate into an operable household and, eventually, an administratively coherent city. He manages procurement, residents, contracts, budgets, records, and formal events, becoming the official whose preparation allows Dominic Wavemates and Alexis to govern through repeated waves of settlement, diplomacy, and crisis. Biography

From Guild accountant to Wistover castellan

Julio is working as a Merchant's Guild accountant and seeking promotion when an unnamed Guild manager recommends him for the vacant castellan position. He reads and signs Dominic's employment contract immediately, but asks the right question before uprooting his life: whether the Duke wants a temporary administrator or someone who will remain long enough to establish a hereditary household office. Dominic offers the long-term version, including training an heir if Julio eventually has one. Julio accepts, arranges to bring a few weeks of necessities at once, and leaves his inconvenient heirloom pieces for a later Guild convoy, committing himself to an estate that is still largely abandoned. At Wistover, his accounting background becomes the mechanism by which salvage turns into settlement. While John Mackay prioritizes structural work, Julio inventories the goods the estate lacks. He remains qualified to act as the intermediary for Merchant's Guild business, compiles both manor and territorial shopping lists, registers newcomers, and matches families to houses and farms suited to their trades and immediate food needs. The work reduces relay errors between the household and Rill's convoys and prevents early arrivals from occupying property at random. (Chapters 230–243)

Julio soon goes beyond a castellan's narrow household duties because Guild culture has taught him that information is valuable. He records which houses are occupied, what skills each resident possesses, which trades are hiring, and when convoys should arrive. Those records let him connect labor to Marcos's development plans, direct workers to John's renovation budgets, request a suitable architect, and prepare contracts before specialists reach the estate. By treating people, materials, housing, and schedules as parts of one system, he helps Wistover industrialize without losing track of its basic needs. (Chapters 254–277)

Diplomacy and a city growing too fast

As Wistover begins hosting armies, mage sects, and foreign royals, Julio's office becomes the place where conversation is converted into an actionable record. He works beside Alexis in the manor office, which is equipped to receive radio reports, and steps in during multinational discussions to record every proposal point even when the visiting delegations' own secretaries are absent. After the monster battles he compiles the sudden rise in refugee arrivals, and the veiled maids report decisions directly to him so implementation does not wait for another meeting with Dominic. His responsibility has expanded from tracking a village to maintaining continuity across a government whose leaders are repeatedly pulled into the field. (Chapters 357–359 and 427–430)

That continuity is tested when a planned social gathering grows into a multinational debutante event. Other characters see eligible nobles and political opportunity; Julio sees beds, staff, cleaning rotations, kitchen procurement, security distractions, and the likelihood of more attacks. He uses Guild experience to interpret ranks and event customs, issues allocation orders as soon as builders finish new housing, prepares requests for extra convoys, and has bounty paperwork ready for Dominic's signature when incoming adventurers expect paid monster work. His anxiety and occasional resort to rum are played for humor, but the administrative consequence is serious: hundreds of unplanned guests are lodged and supplied without displacing the city's new residents or leaving its defenses unsupported. During the regional storm, Julio again separates urgent information by the authority needed to act on it. He brings Alexis reports of a possible army moving through the flood zone, explains why Dominic and Alex cannot presently take the decision, and proposes routing military and security matters to the recovering prince as the Crown's representative. At the same time he refuses to bypass the review and signature legally required from a noble, because habitual approval without reading would invite corruption. His role is therefore neither to make royal policy nor merely pass paper: he identifies the lawful decision-maker, preserves the audit trail, and keeps the administrative burden moving during an emergency. The refugee influx permanently changes Julio's use of the Duchy's money. Within approved budgets he authorizes spending freely when completed work produces usable housing, enabling old homes to gain additional floors and mixed shop-and-residence space while new districts absorb thousands of arrivals. This willingness is not uncontrolled generosity; it is a deliberate preference for finished capacity over idle balances. By the time a Royal Joust is proposed, Wistover can add an arena and public event to its expansion without abandoning the infrastructure and housing program already under way. (Chapters 589–590)

Institutional administration

At the Royal Joust, Julio takes over the announcing after Dominic performs the opening duties, showing that his office now carries public as well as clerical authority. Behind the spectacle, his preparations remain more consequential: Jack Merlot can recruit a promising knight because Julio already has contract-application templates ready, and new adviser Gordie is directed to him for orientation. Julio's detailed knowledge of Wistover's map is also necessary for turning a province with almost no inherited documentation into workable patrol routes. The castellan has become institutional memory for a government whose territory and staff have grown faster than its formal records. (Chapters 624–650)

The household later divides financial labor around that reliability. Alexis and Julio take most manor, city-event, order, and spending questions as household expenses, leaving Dominic to focus on his businesses and higher policy. When Alexis's pregnancy limits her workload, Dominic expects more of it to fall to Julio rather than go undone. This arrangement demonstrates trust but also defines a boundary: Julio filters questions about jurisdiction and prepares decisions, while the Duke or Duchess retains the noble authority required for approval. The arrival of magically trained Wavemates guards gives Julio better tools rather than replacing his expertise. He values a spell that sorts documents by origin, urgency, falsity, and political doublespeak, and the accounting team uses another spell to flag mathematical errors. The magic does not decide policy or repair incorrect arithmetic; Julio and the accountants must still interpret and correct the work, and his continuing Merchant's Guild membership makes the commercial value of the techniques an acknowledged information-security concern. In his latest substantive appearance, he compiles a detailed Duchy tax summary and has two accountants independently work the figures so it can withstand Royal scrutiny. What began as a promotion for a Guild accountant ends as a system of records credible enough to support Wistover's voluntary tax payment and public claim to responsible government. Appearance and personality

Julio is a whip-thin man in his later middle years, with silver at his temples and sideways-slitted eyes that indicate nonhuman ancestry. The corpus gives no fixed description of his usual clothing, though his duties place him in household offices, formal negotiations, and public events where he functions as Wistover's castellan rather than a field combatant. He is orderly, observant, practical, and inclined to anticipate burdens that more glamorous decision-makers overlook. A flood of guests makes him think first of staffing and procurement; a proposed employee makes him reach for a contract; an audit makes him secure independently checked figures. Julio also has a dry wit and a visible breaking point: when unchecked hospitality becomes absurd, he asks whether it is too early to drink and shares the rum with Dominic. He is generous with public funds inside an approved budget, but protocol-conscious enough to reject shortcuts that would weaken legal review or invite corruption. Magic, skills, and craft

Julio's expertise originates in Merchant's Guild accounting and information practice rather than a narrated magical or combat progression. The corpus does not establish a personal spell set, skill-core level, or fighting specialty for him. His craft lies in creating administrative systems and, later, applying magical office tools supplied by others.

Accounting, budgets, and contracts

Julio can assemble necessity lists, compare Guild margins, prepare budgets, process spending, and translate a decision into a reusable contract. His method begins by establishing the category and authority for an expense, then matching resources to documented needs and obtaining the required noble signature. Representative results include prepared architectural work contracts, housing allocations, employment templates, and a tax summary checked by two accountants. He treats budgets as limits within which work should be completed, not as a reason to postpone necessary improvements. This permits reconstruction teams to add usable floors, shops, and housing as the population grows. The benefit is capacity and continuity; the limitation is that Julio depends on reports from builders, accountants, Guild convoys, and local officials to know whether spending produces the promised result. Logistics, personnel, and institutional memory

Julio records residents, skills, homes, farms, available jobs, convoy timing, procurement requirements, and guest accommodations. The effect is cumulative: information gathered for one household decision becomes the map, staffing base, or procurement history needed for later city and provincial planning. His map knowledge and memory of local allocations become especially important because the inherited governorship has almost no documentation. Gordie's patrol planning requires either Dominic or Julio to ensure that regions are not missed, while new staff are sent to Julio to learn the manor and its procedures. This expertise is specific to the system he has built; it does not make him the military commander, architect, or noble decision-maker. During negotiations Julio listens for proposals, records them in a form that can be passed to formal negotiators, and tracks the implementation decisions reported by the veiled maids. Later, Wavemates Royal Guard magic sorts paperwork by origin and urgency, detects likely falsehood or political doublespeak, and flags errors in numerical work. Julio is an enthusiastic user and the accounting team interacts with the error-checking spell, but the corpus attributes the spells to Benedict's group, not to Julio. They identify suspect documents and wrong calculations without correcting them, so human review remains necessary. Their commercial usefulness also creates a limitation: Julio is loyal to Wistover but remains a Guild member, and the Guild would pay heavily to obtain the ledger technique. By the latest period, Julio combines these aids with professional checking rather than treating them as a substitute for accountable records. (Chapters 727 and 775)

Relationships

Dominic Wavemates: Dominic hires Julio for a long-term office and relies on him to turn ideas into lists, contracts, budgets, and administratively valid decisions. Julio's preparation lets the Duke act quickly, while his insistence on review prevents Dominic's informal style from becoming lawless governance.
Alexis: Alexis shares the manor office and later much of the household and city financial workload with Julio. He brings her urgent reports, proposes lawful routes for decisions, and supports her authority without pretending that his castellan's office can replace it.
Rill: Rill becomes Julio's principal named Merchant's Guild connection in Wistover. Julio serves as the Duchy's qualified Guild intermediary, converting local requirements into orders and convoy arrangements.
John Mackay: John prioritizes structural reconstruction while Julio inventories goods, tracks hiring budgets, and allocates finished housing. Their complementary work turns physical repairs into an inhabited settlement.
Marcos: Julio supplies allocation orders, budgets, and incoming development plans around Marcos's infrastructure work. His spending policy rewards completed, usable construction while the engineering team controls design and execution.
