Shivate

Shivate is the commander of the Holy Stone Border Guards Army's Third Formation and its command ship, Stream Light. During DarkStar's pursuit of the Black Star mercenaries, his priority is avoiding a border war and the political consequences of committing his fleet.

The Black Star Mercenary Group

Shivate places his formation on maximum alert when DarkStar enters the Holy Stone–Black Raven border, but accepts Sarota's assurance that the operation targets only mercenaries. Wanting the danger gone quickly, he sends misleading guidance that helps DarkStar corner its quarry, then refuses Godora's request to intervene. When Ames arrives with Floating Dragon, the balance reverses: Shivate yields passage and joins the attack on DarkStar rather than risk opposing her. He later invents a diplomatic explanation for the false message and withdraws, only to receive the sensitive Secret Message Bead from Floating Dragon and become responsible for passing it to Godora. Appearance and personality
