Herbert

Herbert is the leader of a small Tier-4-city gang that recruits schoolchildren into the Scavengers' organization. He trains Killer as his Phantom Brawl prospect and reluctantly accepts Austin as a replacement fighter. The brawl's collapse carries him to Slough, where fear of the Scavengers makes joining the Howlers safer than returning home.

A feeder-gang leader at the Phantom Brawl

Herbert treats Killer as his “golden goose,” having rebuilt the boy's confidence and taught him fighting skills after an earlier defeat. When Killer arrives injured with Austin as a substitute, Herbert worries that his opportunity to impress the Scavengers' daughters is being ruined, but accepts Austin because he has no other viable entrant. He explains that local gangs provide muscle and recruits for the Scavengers and sees the Phantom Brawl as a route to money and higher status. Once Austin interrupts the violent match, Herbert refuses to acknowledge bringing him and signals Killer to remain silent, choosing self-preservation over responsibility for his fighter.
