Anton Millstun

Anton Millstun is Slough's Chief of Police during the first emergence of werewolves, Crazed Altereds, and the Howlers. He is a perceptive investigator operating with too few officers and little authority over the White Rose, and his compromises repeatedly place public safety above a confrontation his force cannot survive.

Biography

Investigating killings beyond the police's reach

Anton first examines the mauled bodies at the construction site and correctly infers a failed criminal transport from the empty case and scene evidence, although he has no basis yet to identify a werewolf. As Billy's killings accumulate, Anton coordinates with the White Rose while continuing the ordinary police investigation. He later notices what the supernatural specialists overlook: Billy's victims fit one pattern, but Barry's death, the blood in the alley, and the original construction-site killings imply another Altered. His case board brings him close to Gary Dem through Gil, but the available DNA and jurisdictional limits never give him evidence sufficient to resolve that second identity. Policing Slough's gang conflicts

Anton mobilizes the force once Xin's kidnapping is identified, but the gangs and Altereds move faster than formal police procedure. During the color-gang assault and later Howlers–Underdogs war, he lacks enough officers to enter active supernatural combat safely, so he contains affected districts and waits for the Altereds to weaken one another. This caution frustrates victims and White Rose agents, but Anton explicitly grounds it in responsibility for officers who have families. His last shown decision supports Sadie's enforcement action only after warning that arresting the apparent rescuers on camera will damage public trust; he remains alive after the Howlers escape. Appearance and personality

Anton is distinguished by a brown overcoat and scruffy beard. He is persistent enough to turn an unresolved case into an obsession and often reasons aloud while working. He is neither fearless nor indifferent: he recognizes the reputational cost of police inaction, yet refuses to spend officers' lives merely to appear decisive against enemies they are not equipped to fight. Investigation and police command

Anton is an ordinary human with no demonstrated Altered or supernatural abilities. He reads physical evidence, compares victim patterns, coordinates DNA testing, and builds links across cases that official supernatural explanations leave incomplete. As chief, he can mobilize Slough's officers, establish containment, and coordinate with the White Rose, but his resources are limited and White Rose agents can withhold information or operate beyond his authority. His restraint is a tactical skill with a moral cost. Waiting until Altereds finish fighting keeps officers alive and allows later arrests, but it also leaves civilians and abductees dependent on faster extralegal intervention. The corpus never shows Anton gaining anti-Altered equipment or becoming capable of personally confronting such opponents. (Chapters 98, 204, and 305)

Relationships

• Sadie: Sadie represents the White Rose authority Anton lacks. They cooperate during Slough's crises but disagree over optics and acceptable risk, with Anton emphasizing the lives of ordinary officers and public trust. (Chapters 98 and 305)
• Billy: Billy is the identified Crazed Altered behind most of Anton's murder investigation. Closing that explanation only sharpens Anton's conclusion that a second Altered remains unaccounted for. (Chapters 186 and 275)
• Gary Dem: Anton never proves Gary's supernatural identity. His investigation approaches Gary indirectly through connected deaths, while Gary's group repeatedly acts before Anton's force can safely intervene. (Chapters 203–204, 275, and 305)
