Max Verstappen is the Cult army captain unanimously selected to referee the Dragon-selection bout between Leo Skyshard and Aegon Veyr. His reputation for battlefield excellence and neutrality makes him acceptable to hostile council factions that agree on little else.

Neutral authority during a factional contest

With the Elders divided over who should become Dragon, choosing a referee could have created another political dispute. Max's reputation for impartiality and military competence removes that pressure: both sides accept him without objection. He independently visits the candidates, checks registered equipment and mana conditions, and begins the match only after both confirm readiness, making procedural legitimacy his principal action in the succession crisis. During the fight, Max rules Veyr's liquid-metal defense legal and waits rather than intruding when Leo gains the decisive position. He offers Leo a nonlethal way to demonstrate incapacitation, but respects the candidate's choice when Leo instead surrenders.
