Jackson is a Universal Government commander whose attempt to recruit Leo draws him into investigating forged identities and the Cult's reach inside state institutions.

Biography

Recruitment assumptions become a systemic investigation

Leo's unexplained wealth and talent initially lead Jackson to suspect hidden Mu Clan sponsorship, so he orders increasingly deep audits with the practical goal of recruiting him into the Universal Army. The records instead reveal Muiyan Faye's fabricated identity and Mu Clan connections. Jackson chooses leverage over immediate arrest, believing clan influence would erase the case, but his theory also makes him wrongly dismiss evidence that Leo could be connected to the Cult. (Chapters 179, 192, and 198)

The Sky-God Arena attack forces Jackson from recruitment maneuvering into crisis command. He follows Faye into the pit, takes over the investigation, and omits both her and Leo because his mistaken Mu Clan model makes them seem clean. After forty-eight hours, the sleeper-cell structure and institutional infiltration convince him that the Cult threat is systemic and requires a trusted team and intervention from the highest authorities. His resolve changes from acquiring one recruit to preparing for a conflict he believes the existing government may not survive. (Chapters 222 and 229)

Appearance and personality

Jackson is shown in a smoke-filled office with a cigar, whiskey, and a relaxed posture that disappears when evidence stops fitting his assumptions. He is methodical, politically cynical, ambitious about talent, and willing to use blackmail, but confirmation bias repeatedly narrows his conclusions. (Chapters 179, 192, and 198)

Abilities and power progression

Jackson demonstrates financial auditing, intelligence direction, witness coordination, and large-scale investigation leadership. He can requisition specialist teams and recognize patterns of institutional infiltration, but the corpus gives no cultivation tier, named technique, live combat feat, or power progression. • Leo Skyshard is the recruit Jackson wants and the subject whose anomalous history triggers his investigation; Jackson's assumptions ultimately cause him to exclude Leo from suspicion. (Chapters 179–229)
