Gu Hui
Gu Hui is Stardragon's Strategic Defense Chief and Han Xiao's senior intelligence contact during the conflict with the Germinal Organization. He later rises into Stardragon's government, opposes its manipulated declaration of war against Black Star City, and is imprisoned twice for that resistance. After the Six Nations fall, he chooses to serve Bennett's unified government.
Biography
Escape from Germinal and the Aquamarine War
Gu Hui first meets Han as the Strategic Defense Chief involved in negotiating his place within Stardragon's intelligence system. As Han becomes Division 13's critical but independent asset, Gu Hui weighs reports about him, protects sensitive knowledge of his identity, and worries whenever he disappears beyond official control. He also participates in the state's response to the Inhuman phenomenon and to the escalating Germinal war. When Han returns with decisive military intelligence, Gu Hui recognizes its importance and calls for an emergency meeting; the Six Nations use that information to reverse the campaign and drive Germinal toward collapse. Mutation Disaster and the Secret War
Years later, Gu Hui has retired from Division 13 and become a senior Stardragon government official. He opposes the national leader's inexplicable plan to attack Black Star City and is stripped of office and jailed with other dissenters. Han's intervention briefly frees them, but officials whose memories are being manipulated imprison Gu Hui again before he can impeach the leader. After Han exposes the conspiracy and Bennett replaces the Six Nations, Gu Hui is disappointed enough in the old state to choose racial justice over institutional loyalty. He accepts a place in the new government, reasoning that continued public service is the best contribution he can make to Planet Aquamarine's civilization. (Chapters 669–678)
Appearance and personality
