Federation Chief Elder
The Federation Chief Elder is the unnamed senior adviser who participates in Federation of Light strategy meetings under Bader and his successor. The title could in principle pass between officeholders, but the corpus announces no succession, and the later figure still uses a crutch. The available evidence therefore supports one long-lived officeholder while leaving his civil name unknown.

The Chief Elder discusses the Federation's discovery and sale of the Flickering World with Bader, treating its agreement with the Crimson Dynasty as a temporary instrument. He also assesses the danger around Black Star's headquarters and discusses whether capturing Hila could provide leverage to unseal the Ten Thousand Deity Scepter, while admitting that the plan is unlikely to succeed. Sanctum Revival and the Super Crisis
The Chief Elder treats Gaud's disappearance as a threat to inter-civilization balance and accepts the useful suspicion that the Super Star Cluster Alliance is responsible. After Bader retires, he continues advising the new president, judges that Han replacing Manison as association president may not be entirely harmful, and supports sanctions against Beyond Grade A organizations.
