Biography
Building trust under cover
Theo begins in crowded taverns where a careless word can expose both witches and Roland's agents. He chooses to work through local Rats, paid contacts, and inconspicuous messengers rather than rely on noble channels. That patient network lets him move information and people through King's City while preserving enough separation that one frightened contact does not automatically compromise the whole operation. Turning a street network into state intelligence
As Roland challenges Timothy and the Church, Theo uses Black Street knowledge for propaganda, recruitment, and the removal of hostile gangs. He spreads evidence of Timothy's cooperation with the Church and gives vulnerable residents a practical alternative to criminal patronage. The consequence is institutional: contacts such as Black Hammer cease being a temporary spy trick and become part of Graycastle's continuing intelligence and public-order work. Appearance and personality
