A private loss becomes covert service

Hill enters Theo's network under cover as an acrobat after Timothy's policies and pills cost him his wife. Because open resistance would expose him, he spreads information, moves between the city and hidden cells, and helps prepare Roland's attack on King's City; seeing Timothy imprisoned gives that patient work a personal consequence. Carrying covert work into Dawn

He later transfers those skills to Dawn, arranging coaches, food, escape routes, letters, and political contacts for endangered witches and Graycastle's intervention. His circus experience gives him a civilian intelligence network rather than formal authority, and his latest letter prompts Horford Quinn to reserve ports for Graycastle.
