Description
The Seal of the Empire is a Level 40 Gray-Silver shield fashioned from an imperial seal. Its 400 Defense and 160 Vitality turn Endless Starlight from an under-equipped recruit into a tank capable of leading Lone Desert Smoke's developing second party. (Chapter 154)

Second-tank equipment
The shield drops from Kinglose Turk. Zhang Yang sees Endless Starlight's need for a defensive foundation and yields his own claim, declining Endless's offer to swap the shield for Zhang's older Bones of the Chimera. He assigns the new item to Endless because a strong weapon and shield will let the recruit tank independent dungeon groups. (Chapter 154)
Endless accepts and equips it immediately, interpreting the gift as trust that he must repay through leadership. His displayed Defense rises to 430 and his HP passes 5,800; together with a Level 40 Gray-Silver weapon, the shield gives him the threat and durability needed to begin serving as Lone Desert Smoke's second main tank. No later custody is recorded. (Chapter 154)
Abilities and mechanics
Before identification, the shield provides 400 Defense and 160 Vitality and requires Level 40. The corpus does not print an identified panel, sockets, active effect, cooldown, or set affiliation. Its strength is therefore a large early base-stat increase rather than a named mechanical trigger. (Chapter 154)
The resulting build reaches 430 Defense and more than 5,800 HP, but those totals include Endless's other equipment and cannot be attributed wholly to the shield. It also improves tanking indirectly by letting him survive long enough for his Gray-Silver weapon to build aggro. (Chapter 154)
