Building a defense bureau that loses control of its assets

Luo Yan forms Bi Xing’s Strategic Defense Bureau under presidential authority and approaches Du Ge’s host as a potential strategic asset. He recruits and interrogates Alien Star warriors, tries to keep their competing skills under institutional control, and later participates in efforts to contain Du Ge. Divination warns that he is “entangling himself in a cocoon,” and the warning proves apt when the warriors he assembled pursue their own survival and leave him alone in the presidential corridor as the crisis escapes bureaucratic management. Appearance and abilities

He is a capable investigator and administrator rather than a keyword user. His authority provides dossiers, guards, communications, and access to recruited warriors, but those assets remain vulnerable to conflicting skills and loyalties. (Chapters 459–460 and 487–497)
