An industrial city becomes a revolutionary capital

Shubanel is a city rather than a person. Before the revolution, it combines an old center of narrow streets and wooden buildings with major industry and severe class divisions. Its oligarchic parliamentary order permits elections while restricting meaningful eligibility and power to nobles, and Full Tailed elites benefit from the arrangement. Those conditions make the city both productive and politically brittle, creating the setting in which Sarcho and other dissatisfied residents can recognize shared grievances. (Chapters 201–204)

Dain chooses Shubanel’s streets as the ground on which a smaller revolutionary force can offset the regional army’s advantages. The victory produces more than a local change of office: the Shubanel Agreement and related declaration give the rebellion a portable political program, and the city becomes a core of the Independent Republic of Collegoton. Its constricted old town, concentrated workers, and existing civic institutions therefore shape the revolution’s tactics and help turn a city uprising into a wider republican settlement. Because Shubanel is a place, it has no body or personal psychology. Its physical character is defined by an old district of narrow streets and wooden structures alongside industrial development, while its social character is marked by the close proximity of wealthy Full Tailed elites and politically excluded workers.
