Savignes is the leader of the exiled Lore Civilization, a member of the Star Alliance whose ancestral defeat by the three Universal Civilizations has become a political commitment to revenge. His use of long-hidden infiltrators helps provoke the final retaliation against the alliance.

Biography

The World Tree War

Savignes orders the Star Alliance's embedded lurkers to act within the explored universe while the three Universal Civilizations fight the World Tree. He regards the intervention as both collective security policy and revenge for the Lore Civilization, whose survivors fled after losing during the exploration era. The spies are meant to feed intelligence and worsen the conflict without exposing the Star Alliance. Savignes reads their reports with satisfaction and believes the universal civilizations are collapsing, unaware that Han Xiao has already compromised the network and is supplying fabricated accounts of catastrophe. Information Form and the Final Relay

Savignes celebrates increasingly lurid reports of his enemies' destruction until combined World Tree and galactic forces suddenly attack the Star Alliance.
