Raccoon

Raccoon, commonly called Big Raccoon, is the underworld boss controlling Kero Junkyard in Western Capital's District 7. He hires Han Xiao to manufacture guns, then attempts to seize his knowledge and is removed by Division 13 after their arrangement collapses into violence.

Biography

Escape from Germinal and the Aquamarine War

Raccoon agrees to let Han Xiao, then calling himself Technician Han, manufacture firearms at Kero Junkyard in exchange for payment and salvage rights. He follows Han to investigate his background and later tries to end the arrangement after obtaining enough guns. When an informant claims Han is an unaffiliated wanderer, Raccoon attempts to force him to surrender his weapon knowledge and orders his gang to attack. Han defeats many of the thugs while an unrelated mercenary assault turns the junkyard into a battlefield. After discovering Han's Germinal bounty too late, Raccoon is arrested under Division 13 orders and realizes that knowing Han's identity has made him a liability. One week later he has disappeared; other district bosses presume he is dead, but no direct execution or confirmed death is shown. (Chapters 25 and 27–31, and 37)

Appearance and personality

Raccoon is a thin man whose appearance contrasts with his infamous reputation; he is first shown sitting cross-legged on a sofa and drinking red wine. He is cautious enough to tail Han but greedy enough to act on weak information, and his confidence collapses when he realizes the national intelligence agency is involved. (Chapters 25 and 27–31)

Abilities and class

Raccoon commands armed thugs and has limited influence in District 7, but he is explicitly a small-time hoodlum in the broader underworld. He shows no supernatural ability, formal class, grade, or notable personal combat skill. (Chapters 25 and 29–31)

Relationships

• Han Xiao: Raccoon first treats Han as a valuable contract mechanic, then tries to extort his technical knowledge and have him killed. Han anticipates the betrayal and survives, while Division 13 removes Raccoon afterward. (Chapters 25 and 27–31)
• District 7 gang: Raccoon leads the Kero Junkyard thugs. His attack on Han leaves many dead or demoralized, and his disappearance creates a power vacuum that surviving gang members may contest. (Chapters 25 and 29–31, and 37)
• Other district bosses: The six other Western Capital underworld bosses view Raccoon's disappearance as evidence of Division 13's overwhelming reach and initially avoid taking his territory. (Chapter 37)

Items

Raccoon's gang uses firearms manufactured by Han, including 73-WASP handguns, but no weapon is identified as Raccoon's personal possession. Kero Junkyard is his operating territory rather than a portable item. (Chapters 25 and 27–30)
