Otis

Otis is a high-ranking Sunil official and the Sunil leader's right-hand man. He presents the government's plans for eliminating the Subterranean Mutants and later pressures Black Star to exterminate them rather than permit their migration.

Biography

Mutation Disaster and the Secret War

Otis briefs Han Xiao on three possible strategies against the Subterranean Mutants: underground assault, surface bombardment, or a targeted bioweapon. When reports show that the mutants can move Prophecy Stones and may develop into a civilization, he concludes that Sunil must eliminate them before they become rivals. After Han begins organizing migration instead, Otis visits his base and asks him to use the completed bioweapon on the surrendered population. He appeals to employer authority and future security but refuses the additional price Han demands. Han rejects extermination and warns Otis not to mistake favor for obligation; Otis apologizes and leaves under Sylvia's escort. At the victory gathering the Sunil leader speaks in Otis's place, and the corpus gives no later account of him. (Chapters 619, 621, and 624–626)

Appearance and personality

Otis is described as a bold Sunil superior. He is respectful and initially enthusiastic in Han's presence, but envy and a fawning tone emerge when he visits the Black Star base.
