Louis Rocky is the president who succeeds Bader as ruler of the Federation of Light. He shares the three Universal Civilizations' desire to preserve institutional control over individual power, placing him in conflict with Han Xiao and the Beyond Grade A Association before the World Tree crisis forces them into a durable strategic partnership.

Biography

Escape from Germinal and the Aquamarine War

The early Aquamarine chapters contain no verified appearance of Louis Rocky. Their uses of “Louis” refer instead to the Louis Biological Research Institution, an organization that commissions deliveries, produces unusual drugs, deceives hired operatives, and is robbed by Han Xiao. The corpus provides no evidence that the later federation president founded, owned, worked for, or was otherwise connected to that institution. Those references therefore establish neither an alias nor an earlier personal appearance for Louis Rocky, whose own introduction occurs decades later in Chapter 1234. Louis assumes the federation presidency in Galaxy Calendar Year 740 and soon identifies the independent Beyond Grade A Association as the central problem of his term. That discovery pushes him toward confrontation and preparations for war. Once evidence of the World Tree arrives, however, Louis accepts the greater external danger and joins the truce and intelligence response rather than continuing the internal conflict. The World Tree War

Louis initially questions whether limited warnings prove that the World Tree has detected the explored universe, but thereafter helps direct the joint war effort and relies increasingly on Han Xiao's power. He remains suspicious when Han Xiao subdues the World Tree rather than destroying it, yet postwar necessity moves their relationship toward cooperation: Louis awards him the Galaxy Medal, discusses action against the Star Alliance, accepts Sanctum-development information, and sends federation explorers into a Sanctum. After their reports confirm revival and repeated universe iterations, Louis participates in planning how to convert the dark-side universe and preserve its civilizations. Appearance and personality

Louis is described with a moustache, but the supplied corpus gives no fuller stable physical portrait. He is cautious, controlled, institutionally minded, and highly suspicious of concentrations of power outside federation authority.
