Kate is a representative of the Louis Research Institution who obtains Death Virus biological samples by deceiving idealistic Supers. His courteous scientific presentation conceals the institution's work on enhancement drugs and biochemical weapons.
Biography
Escape from Germinal and the Aquamarine War
Kate receives specimens from Ned and Yang Dian while pretending their dead teammates contributed to a cure. He sells Han Xiao an enhancement drug and attempts a larger transaction, but Han discovers the institution's deception, uses the Viper suit to overpower its defenses, and takes its research products. Kate then sends the two heroes after him under another false story. When hacked files reveal that the supposed cure never existed, Kate abandons the performance and mocks their inability to retaliate. He remains alive at the end of the exchange, with no later outcome supplied. (Chapters 179–183)
Appearance and personality
Kate wears spectacles and maintains a polished, professional manner when he believes himself safe. He can simulate grief, appreciation, and bureaucratic reluctance, then turns haughty or openly contemptuous once challenged. When Han defeats the institution's safeguards, that composure collapses into visible fear.
