Counsel, hunger, and death

Father Foster visits President Alan Howard as a religious figure with enough standing to gain private access during a national crisis. Beneath that office, she carries a predatory need to consume human life or gradually weaken. Randidly eventually kills her, and the aftermath sends him searching for Ezekiel and speaking with Hank. Her death therefore closes a hidden threat while deepening the uncertainty around Ezekiel's disappearance and loyalties. (Chapters 516, 672)

Father Foster presents herself with the authority and composure of clergy. Her physical appearance is not described consistently enough for a definitive portrait.
