Commander Fabian is a Zaliban commander whose predatory command network becomes Gustav's first route into Region Thirty-Two.
Biography
Command built on captive subordinates
Fabian's men discuss abducting a woman for his approval, revealing a command culture in which exploitation is normalized and Sir Lucius acts as a procurer. Gustav Oslov infiltrates this structure under Lucius's identity, using the dead subordinate's access and manner to approach Fabian without immediately exposing the outside operation. (Chapters 524–527)
The stolen chain of access
Gustav neutralizes Fabian and extracts the contacts and authority needed to move farther through the Zaliban hierarchy. Fabian's connection to Region Leader Khan then supplies the communication route that produces the later Sahil negotiation. His death removes a local commander, but his network remains useful to the infiltrator who dismantled it. (Chapters 533–543)
Appearance and personality
