Divine Monarch Xue Yun is the hidden leader of Shi Kingdom's operations in Huyang City and a cultivator who treats danger, resources, and other lives as instruments for reaching the Primal Chaos Realm.
Biography
The Sang Shuiyun disguise
In Huyang City, Xue Yun uses the identity Sang Shuiyun to present himself as a solitary, decadent Eternal True God without an obvious faction. The persona regularly attends Dream Flower Tower's Hundred Flowers Banquet and competes with Shang Tianyan for the Tower Master's affection, letting Xue Yun move among the city's Eternal True Gods without exposing his true strength or Shi Kingdom allegiance. When Shang investigates the inconsistencies and confronts him, Xue Yun denies the accusation and treats their hidden identities as a compact Shang has broken. (Chapters 1502 and 1547)
Shang stakes his life on the identification and leaves a Karmic Tracing Order that survives his murder, enabling Luo Feng to pursue Xue Yun. Huyang City consequently receives Sang Shuiyun's apparent death as part of the same night's upheaval, but the names do not belong to separate people. Much later, the resurrected Shang explicitly remembers dying at Sang Shuiyun's hands and identifies that killer as Divine Monarch Xue Yun, resolving the disguise in the local corpus. Hidden war in Huyang City
Xue Yun operates behind Shi Kingdom's public-facing agents, using cultivation opportunities to make local powers serve the kingdom. He offers Association Leader Mu Yang access to the later portion of the Primordial Iron Blood Sand Technique while pressing him to accept greater risks, then plans with Yutian Xu and Yutian Yi to infiltrate Huyang City's three forbidden areas and weaken the city formation. When his identity and strength are exposed, he abandons the city for Shi Kingdom, believing survival matters more than personal ties and that no pursuer short of a Primal Chaos Overlord can threaten him. Pursuit beneath the earth
Tracked through Shang Tianyan's Karmic Tracing Order, Xue Yun welcomes Luo Feng's pursuit as pressure that might complete his cultivation. His Blood Cloud Great Array initially resists Luo Feng's domain, but Luo Feng's enlarged godly body destroys most of Xue Yun's body and forces him underground, where Earth Rebirth cannot replenish power as quickly as Luo Feng removes it. The mortal pressure finally transforms Xue Yun's bloodline and lets him grasp the complete Law of Primal Chaos, yet his will remains insufficient against the Lie Yuan Technique; Luo Feng kills him before the breakthrough can be consolidated. Appearance and personality
As Sang Shuiyun, Xue Yun presents a withdrawn and indulgent public persona suited to Dream Flower Tower's social circle. During covert communication he instead appears in a white robe and red mask. His voice is calm and emotionally flat, matching a calculating temperament that prizes survival and cultivation above affection. He is cautious enough to conceal his strength and isolate his communications, but his confidence becomes contempt for cultivators motivated by compassion. (Chapters 1502, 1507, 1547, and 1554–1555)

Blood Cloud Great Array
Xue Yun can disperse into cloudlike blood waves that form the Blood Cloud Great Array, a system integrating the Primal Chaos Realm moves he has understood. The array repels the Life Blood River and resists ordinary domain suppression, while its attacks carry enough force to trouble other top eternal true gods. Its range and endurance remain tied to Xue Yun's finite godly body, allowing Luo Feng's vastly expanded body and power reserve to overwhelm it. (Chapter 1555)
Bloodline, escape, and rebirth
Xue Yun's blood-mist body can disperse under attack, travel through earth, and use Earth Rebirth to draw power from the surrounding ground. Burning divine power produces a much faster blood-light escape. Under mortal pressure his bloodline transforms and he grasps the Law of Primal Chaos, briefly escaping Morosa's engulfment, but the change does not repair his depleted reserves or raise his spiritual will enough to resist Luo Feng's will technique. Relationships
- Luo Feng: Luo Feng pursues Xue Yun for the deaths and destruction tied to the Shi Kingdom operation, forces his final breakthrough, and kills him with a will attack.
- Yutian Xu: A fellow leader in the plan against Huyang City's forbidden areas; Xue Yun considers Yutian Xu's bloodline body comparable to an unlimited godly body.
- Yutian Yi: Another Shi Kingdom collaborator who agrees to follow Xue Yun's operational plan.
