A bargain for discarded stories
The king meets Kim Dokja in N'Gai's Forest and questions why he would oppose the Star Stream for beings it treats as waste. His malicious interest does not prevent agreement: Kim Dokja needs a route for the Outer Gods to become recognized participants, while the king wants their share of a giant story increased.
