Cheon Inho

Cheon Inho is the manipulative leader of Geumho Station's mainstream group, using scarcity and social pressure to turn frightened survivors into instruments of his authority.

Biography

Building the mainstream group

Cheon emerges as the true leader behind the Cheoldoo Group, presenting himself politely while using its fighters as coercive weight. He tries to absorb capable survivors such as Lee Hyunsung and frames Kim Dokja's resources as a public obligation. His aim is control: if Kim shares food, Cheon gains his labor and legitimacy; if he refuses, Cheon can isolate him as selfish. (Chapters 17–18)

Rule through hunger

When food grows scarce, Cheon restricts rations, rewards scouts, and exploits desperation to redirect anger toward Kim. Incite amplifies a pressure that he has already constructed through unequal access to safety and supplies. He also places Han Myungoh with Kim's scouting party, maintaining surveillance while appearing cooperative. (Chapters 19–20 and 24)

The failed public execution

Cheon escalates his campaign by telling the crowd that Kim holds excessive coins and inviting them to demand restitution. Kim reverses the argument, exposing the group's own hoarded wealth and breaking Cheon's control over the crowd. The citizens turn on the Cheoldoo Group; after they injure Cheon, Jung Heewon executes him. His death follows directly from treating fear as a resource he alone could manage. (Chapter 25)

Appearance and personality

Cheon is a middle-aged man with the manner of a practiced petty boss. He stages conversations with cigarettes, guards, and calculated smiles, remaining outwardly calm even when citizens protest. That composure collapses only when Kim redirects the crowd against him. (Chapters 17–20 and 25)

Cheon's power is social rather than martial, combining a system-recognized Incite skill with deliberate control of food, information, and group fear.

Incite

Incite lets Cheon intensify a crowd's existing emotions and hostility. At level two he uses it to push hungry survivors against Kim Dokja, but it cannot manufacture permanent loyalty or protect him once the crowd understands his manipulation. The skill is strongest when backed by scarcity, fear, and his group's physical control. (Chapters 19 and 25)

Demagoguery and organization

His Demagogue attribute reflects practical skill at gathering followers, framing choices, rationing resources, and transferring blame. Kim later reproduces the feeling through Character List-derived understanding, confirming that Cheon's effectiveness is a recognizable behavioral method rather than raw combat strength.
