Hong Palwoo is the skeptical Beggars Association head and eleventh Yulin leader, an experienced council voice whose instinct for retreat repeatedly clashes with the coalition's need to preserve prestige.

The Yulin Treaty and Great Plains

Palwoo is among the leaders who side with Yi Mok rather than Nam Gung-kyong when the treaty battle exposes the latter's secret alliance. After Hu Bong wounds and Yulin binds Kyong, Palwoo still looks to Yi Mok to prevent Chun Yeowun from taking the prisoner. He admires the Great Leader's attempt to frame the dispute through alliance rules, but Yeowun's superior force and argument expose that they are protecting dangerous organizational secrets as much as a colleague. When North Sea Ice Palace requests help, Palwoo argues that a dragon makes the mission dangerously uncertain and asks who will preserve justice if Yulin expends itself while the Forces of Evil, Blade God faction, and Demonic Cult continue growing. Palwoo examines the bodies and pulse symptoms presented as proof of the Blade God faction's activity, then questions whether the cores truly connect to legendary immortality.
