Chapter 497
Zhou Kebao approaches Li Fan with the reconstruction materials list and a friendly administrative manner, but the enormous discrepancy between approved and delivered quantities reveals a coordinated attempt to retain strategic resources. When Tantai Can unexpectedly appears, Zhou becomes fearful that a larger scheme is unfolding and warns his allies. He then waits for the city's shortages to force Li Fan into buying back the embezzled stock. Li Fan's alternate procurement channels undermine that leverage, leaving Zhou's group divided and pushing the chubby official into a flattering attempt at negotiation.
