Pei Tuo is the sturdy guardian of Haitong Island, first encountered as an injured peak Golden Core cultivator and later promoted through the Mutual Aid Association's cave-heaven gamble.

Pei Tuo guards Haitong Island after a Five Elders attack leaves him wounded and already one step from Nascent Soul. In another cycle he becomes chief commander for Congyun Immortal City's reconstruction, placing him in charge of security rather than formation design or finances. His greatest change comes when Ji Shaoli Clone offers an unclaimed Nascent Soul cave-heaven to early Mutual Aid supporters. Pei accepts first, devours Thousand Rock Cave-Heaven under concealment, and successfully reaches early Nascent Soul. The breakthrough earns institutional favor and military promotion, while his later anger at the miasma law shows ambition reaching toward Dao Integration. Pei Tuo has a sturdy, robust build and appears pale from injury during the Haitong Island visit. He is direct, decisive, and opportunity-minded: when an unclaimed cave-heaven is offered, he commits before the more hesitant cultivators. Golden Core to Nascent Soul
Pei remains at peak or perfected Golden Core for years before devouring Thousand Rock Cave-Heaven and advancing to early Nascent Soul in the Mutual Aid timeline. The cave-heaven is a necessary external opportunity, and Ji Shaoli must hide the breakthrough's fluctuations. No later Dao Integration attainment is confirmed despite Pei's stated ambition. Security command
