Anaxadar
Anaxadar is an ancient dragon archwizard, one of Baelin's cabal-mates, and the self-directed ruler of a world he means to unite beneath his rule.
Biography
Cabal war and imperial ambition
Anaxadar joins the cabal's meeting as a friend rather than a subject, rejecting Baelin's use of “Emperor” even while defending his centuries-long conquest as a project for himself and his people. When Baelin requests aid against Ezaliel's forces, Anaxadar answers without asking the cabal to support his own war. At Cretalikon he assumes his true draconic form, keeps demonic titans away from Kaz-Mowang's palace, incinerates an abyssal knight with star-hot breath, and later helps erase Jaretha beneath a firestorm. He then returns to his throne, judging three days too long for an emperor to remain absent. (Chapters 498–542)
Baelin later helps Anaxadar construct an undisclosed magical device while the dragon divides his attention between the work and his continuing war. The device's nature and the war's outcome remain unstated; Baelin only repeats his fear that Anaxadar's conquest will eventually get him killed. Much later, Baelin names Anaxadar among the cabal's more dangerous personalities while discussing a possible association with Alex's cabal, leaving Anaxadar alive and still central to that prospective alliance. Appearance and personality
In humanoid form, Anaxadar is immense, noble in bearing, and dressed in regal armour, with long black hair, claws, fangs, reptilian eyes, and smoke issuing from his nostrils. His true form is a city-shadowing black dragon whose scales reveal volcanic power beneath them and whose wing membranes resemble sunlight. Proud and confrontational, he nevertheless treats his cabal as rare friends and accepts that his private ambitions are his responsibility alone. (Chapters 498, 524, and 542)
Magic, abilities, and skills
Anaxadar's draconic body combines enormous physical force with extreme heat: his presence turns nearby demons to ash, one claw sends an abyssal knight through the ground, and his breath carries star-core heat intensified by spellcraft. He can also appear in pillars of solar flame, create a firestorm over a city, and shift between humanoid and dragon forms. The narrative does not explain whether the transformation is innate, magical, or both, nor does it define a formal spell tier for him. (Chapters 522–542)
He is also a magical craftsman capable of collaborating with Baelin on a sophisticated but deliberately undisclosed device. Because its purpose and mechanisms are withheld, no further properties can be established. (Chapter 812)
