Xing Pavilion Master leads the High Mountain City branch of Heaven's Will Pavilion. He observes consequential battles, verifies their results, and reports evidence used to update the Divine Realm's God Emperor Ranking List.

Recording God Emperor Flying Snow
Xing Pavilion Master is already counted among High Mountain City's famous experts when the city comes under pressure from Devil Heart Cult. He later records the confrontation between the cult master and Dong Bo Xue Ying, recognizing that the result could alter the God Emperor Ranking List. After watching Xue Ying injure and destroy the ranked expert in only a few techniques, he combines direct observation with karmic checks and accepts that the victim has died. He visits Xue Ying after the battle and respectfully conveys Heaven's Will Pavilion's ranking decision. Much later, when Xue Ying defeats three grand-perfection experts, Xing Pavilion Master records and reports the result continuously. He concludes that Xue Ying must be at least second on the list, while leaving first place dependent on a comparison with Cloud Phoenix City Master. (Chapters 1303–1304 and 1321)
Appearance and personality
No definite physical description survives in the scoped evidence. Xing Pavilion Master is experienced, methodical, and professionally proud, but visibly nervous when recording battles beyond his own level. He is also careful with powerful subjects: as a peak-stage God Monarch facing an overlord-level God Emperor, he speaks respectfully and aims to perform his reporting duties without causing offense. Abilities and cultivation
Xing Pavilion Master is a peak-stage God Monarch. His demonstrated specialty is observation rather than combat: he records techniques as they occur, compares their results with ranking standards, and participates in karmic tracing to test whether Devil Heart Cultist Master still lives.
