Noelia led a Fertility Order combat team in Port Santa and registered Louis Berry as a dangerous wild Beyonder. She prohibited him from traveling inland, advancing, performing rituals, or creating disorder without authorization, then tested his alertness with a sudden sword strike and accepted his presence because maritime merchants still needed capable adventurers.
