Emma uses her established celebrity to host the second half of the New World Government Auction, presenting unfamiliar System materials and keeping a politically important sale moving before an audience of Earth's leading factions. Her role later shifts away from display: she privately recounts disturbing conduct within the government to Zac. Those disclosures deepen his distrust of the diplomats who seek his protection and contribute to his reluctance to absorb officials simply because New Washington has been mismanaged.
