Lord Blackwell is a former Baron who passes his title to his son and joins Wistover as an adviser on city planning, infrastructure, and politics. He helps Dominic Wavemates distinguish ambitious development from what available workers, roads, and institutions can sustain.

Biography

Refugees, Conspiracies, and Provincial Power

Blackwell arrives with the Crown's advisory team to lead infrastructure specialists in Wistover. Before planning expansion, he studies the manor's unusual security, recognizing that Mountain Trolls provide visible force while Veiled Maids form a concealed defence among ordinary staff. He also asks whether the household's workers are loyal, treating personnel as part of infrastructure rather than merely decoration. This review gives him a grounded understanding of the systems he must develop and shows why the Crown selected an experienced former ruler rather than only an engineer. (Chapters 599–604)

Heirs of Wistover and the World Dragon

As Wistover grows, Blackwell reports on knights, census work, roads, and storage construction. He refuses to reassign fully occupied infrastructure teams merely because another project is desirable, forcing priorities to reflect labour limits. He also checks costs, edits agreements, and uses political knowledge to ensure documents can be duplicated and presented properly. By Chapter 788, his role has broadened from leading builders to reviewing the Duchy's formal political work, while his easy interaction with Katerina shows that he has become part of the household rather than remaining an outside inspector.
