Governing after the docks battle

Governor Shin receives Karl after the battle at Drodh's central docks and credits the War Champion's intervention with making that front succeed. He uses the meeting to integrate Karl's group into the city's institutional response rather than leaving them as unaccountable outsiders. (Chapters 764–765)

He later commissions a custom weapon for an imminent Dwarven visit, using Karl and Ashbringer's workshop to turn diplomacy into a crafted gift. His personal flight to later meetings shows continued hands-on involvement even when it leaves him winded. (Chapters 867–868 and 1124)

Appearance and personality

Shin has wings and can fly, though a hurried trip leaves him panting. He is appreciative, ceremonially minded, and willing to employ local specialists. (Chapters 765, 868, and 1124)
