Quiet counsel around the Tower

Oogwei first appears reading when Xod requests his wisdom and access to an Index, establishing him as an information-holder rather than a frontline fighter. During the Central Continent period, he visits William to explain that the Half-Elf has become popular; William only understands the warning after later testimony provides context. Oogwei then greets William as an established acquaintance. His Domain becomes a refuge where William escapes public commotion and once spends quiet time with Chiffon, giving Oogwei a lasting consequence as a source of sanctuary.
