Koen

Koen Waters is the Sydney Network branch’s Director of Tactical Operations, colloquially shortened to “the Ditto.” An Indigenous Australian and the branch’s strongest category-three operative, he commands tactical sections during astral incursions and monster outbreaks. (Chapters 298–301, 338)

Biography

Sydney tactical command

Koen takes operational control inside a dangerous astral space, selecting anchor targets and coordinating sections against regenerating, poisonous river hydras. His favourable assessment helps other branches accept Jason’s unconventional party-interface support, while his later nationwide training work spreads the lessons learned in Sydney. When global monster waves begin, Koen briefs commanders on sweep-and-clear tactics and adapts established doctrine for unprecedented scenarios. During the vampire assault on Network headquarters, he orders a slow withdrawal that buys civilians time to reach the protected upper floors despite severe team losses.
