Biography

Managing a weapon too powerful to command

Cleary helps initiate the American plan to seize Jason’s dimensional project, carrying a reality core to awaken Gerling from stasis. He understands that conventional threats have already failed with the volatile gold-ranker, so he uses candour, comfort, and practical concessions to make requests palatable. The approach wins a measure of rapport and lets Cleary deploy overwhelming force, but it also serves an openly imperial goal: giving the American Network enough power to stop pretending other institutions are equals. Gerling’s independence steadily exposes the fiction that Cleary controls him. Cleary orders the kidnapping of Jason’s family and pushes forces into dangerous transformation zones, but Gerling chooses when to act and crushes Cleary’s aura when challenged. Cleary survives, yet ends his appearances as a handler who can provision and brief his asset without compelling obedience—the consequence of building policy around a weapon stronger than its chain of command. Cleary is a senior operations administrator skilled in covert logistics, rapid deployment, political coercion, and personality management. He is candid enough to earn Gerling’s temporary goodwill, but he lacks the rank and authority to enforce compliance when persuasion fails. (Chapters 378–420)
