Rhaegor-Kul

Rhaegor-Kul is the Alliance's Supreme Commander, later called its Supreme Leader. “Supreme” is part of his institutional office, not evidence that he is an Elemental Supreme. His authority silences the Alliance chamber, but he also retains limits on the war: before the secret coalition, the Alliance had deliberately avoided needless slaughter of lower worlds. Alliance command and refusal to betray

Rhaegor-Kul questions Kevin about Neo's disappearance and later attends a meeting between the Alliance, Ancient Dragons, and a hidden organizer. News that Neo is Prime Death's son unsettles him, while the organizer's proposal to use populations and souls as hostages marks a break from the Alliance's earlier conduct. When Velion and Kaelus disappear, Rhaegor-Kul orders a desperate search. Neo then overwhelms headquarters and demands the organizer's identity; Rhaegor-Kul refuses to betray a comrade without proof of betrayal, so Neo seals him and Xel'thar with a punitive clone. Powers and limitations

His voice and presence exert enormous pressure, and he releases divine force when resisting Neo. Yet peak-Stage-6 Neo freezes that attack with telekinesis and treats Rhaegor-Kul as incapable of meaningful resistance. The chapter supplies no named element, Concept, World, Grade, or weapon for him. (Chapters 732 and 768)
